Bought 2 identical items,only paid for 1, we didn't "duplicate", no emails rec'd

This person bid on two identical items in different auctions, see item 3904820594. He then complains that we have duplicated his order!
He has only paid for one of the two items. After sending several payment reminders and filing a NBP (non paying bidder) alert, we then filled in a fees refund form, and left negative feedback.
Because ebay charges our fees to our account on every item sold, we need to go through this prodedure to get them back when buyers do not complete their contracts.
